Essential Duties: Job Description
Do you love making sure things are built correctly? As a Materials Highway Technician Senior, you will spend your day making roads safer through sampling, testing, and inspecting materials incorporated into construction projects year-round. You will contribute your knowledge and skills towards the Iowa Department of Transportation’s Mission of Making Lives Better Through Transportation and our five CORE values: Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exception.
This position serves as a PCC Materials Highway Technician Senior in the Iowa Department of Transportation's District 6 Materials Office who is responsible for supporting the District 6 Materials Engineer with materials-related oversight of Iowa DOT highway and bridge projects within a 12-county area in east central Iowa. The District 6 Materials Office is responsible for leading the inspection, sampling, and testing of project materials, running the district materials testing laboratory, monitoring production from highway material sources, overseeing material documentation-related portions of project audits, and providing technical consultation.

While a CDL permit is required upon hire, you must have Class A and endorsements / restrictions on your CDL within 5 months following your hire date. CDL Training for Iowa Department of Transportation employees is provided! Entry Level Driver Training is available if you do not already possess Class A and endorsements / restrictions on your CDL for positions that require it. Those eligible will receive both hands-on Behind-the-Wheel Range and Road training, with web-based Theory training, to fulfill required state and federal regulations.

Location: Cedar Rapids Materials Lab
Shift: 7:45 AM to 4:30 PM, Monday through Friday. Hours may vary and are subject to be on call 24 hours a day during emergency and / or weather conditions. Some overnight travel may be required.

While being a part of a dedicated team, some of your independent responsibilities will include:
-Performing materials monitoring responsibilities relating to production of Portland Cement Concrete (PCC) including sampling and testing of plastic concrete; preparation and testing of hardened concrete test samples; verification (quality) sampling of PCC component materials; aggregate gradation testing; witnessing concrete plant calibrations and lab qualifications; reviewing of mix designs.
-Managing the Independent Assurance Program (IAP) for Concrete and earthwork-related materials as well as pavement thickness determination programs for DOT and local public agency projects by providing layouts, guidance, and oversight of coring and non-destructive testing methods in District 6.
-Serving as a technical consultant for contractors, producers, city, county, consultant, and technical staffs for poduction and quality issues that arise with PCC production relating to materials usage and plans, specifications, and contract documents including maintaining detailed records and performing mathematical calculations.
-Assisting with miscellaneous duties: materials documentation audits, ride quality testing, special investigations activities, rotational capacity, sampling and testing, quality control and production of manufactured materials, and other duties as assigned.
- Operating snow and ice removal equipment.

This position requires a high volume of computer and software use. To be successful in this position, you will need high proficiency with typing and digital data entry.

Requirements:
- You will be required to obtain testing material certifications, specialized equipment training, or other certifications as needed for materials inspection.

Qualifications: Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from high school, GED, or equivalency, and experience equal to four years of fulltime work in highway maintenance, equipment operation, construction inspection, field work in engineering survey, or materials inspection and testing.
2) A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of post-high-school education in highway maintenance, equipment operation, construction inspection, field work in engineering survey, or materials inspection and testing equals one year of full-time experience.
3) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Highway Technician or Construction Technician.
4) Current, continuous experience in the state executive branch that includes twenty-four months of full-time work as a Highway Technician Associate.

Additional Qualification Requirements
Positions in this class require possession of a valid Commercial Learner’s Permit upon hire. Within a timeframe determined by the appointing authority, a valid Commercial Driver’s License with the required endorsements and applicable restrictions must be obtained and subsequently maintained to continue employment.
In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), this job requires a pre-employment drug screen and will require ongoing participation in the employer’s random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.
Prior to starting employment, all persons are required to have a post offer, pre-employment physical verifying the physical ability to perform the duties described.
Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to obtain and maintain Herbicide Applicator certification from the Department of Agriculture and Land Stewardship.
Positions require certification for testing materials and operating specialized equipment as required by the Iowa Department of Transportation’s Technical Training and Certification Program for Highway Materials and Construction; and/or other certifications as required.
Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to attend a comprehensive bridge inspection course required by the National Bridge Inspection Standards.
Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.
Within a timeframe determined by the appointing authority, employees in designated positions are required to reside within a defined driving time, during normal conditions, from the assigned work location.
Employees must respond to emergency situations as required.
Employees must be able to work up to 16 consecutive hours.
